Verslumas, biudžetas ir darbo vietos
Vaikšto liūdnas, lyg žemės prisipirkęs… Šiomis dienomis tokie ir panašūs juokeliai labai madingi. Esame toje stadijoje, kai jau nebedaug kas gąsdina. Juokaujame patys apie save, apie situaciją, kuriuoje atsdūrėme. Pasaulinė ekonominė situacija palietė visus, daugelį – ne iš gerosios pusės. Mums ekonominis patikrinimas, tikriausia, būtinas. Tada suprantame klaidas ir jų kainą. Bet ar galima pasimokyti šiandien iš šios situacijos?
Šalies premjeras viename interviu užsiminė, kad verslas,vis dėlto, svarbus šaliai. Jeigu jis šlubuos, tai mokytojai gali negauti algų, atsiras bedarbių ir jiems reikės mokėti pašalpas. Truputį vėlokai prisimintas verslas ir ekonomika. O kaip šiandien Klaipėdoje su bedarbiais ? Darbo biržos tinklapis skelbia: (Spalio 1 d. šalyje buvo 222,3 tūkst. bedarbių ,kas sudarė 10,3 proc. šalies darbingo amžiaus gyventojų. Palyginti su rugsėjo 1 d., nedarbas augo 0,2 proc. punkto. Tačiau tai mažiausias augimas šiais metais). Paskutinio mėnesio rezultatai geresni nors tuo, kad nebeaugo bedarbių skaičius. Kaip gi mes atrodome Klaipėdoje? Labai panašiai. Bedarbių skaičius nuo dirbančiujų sudaro 10,1 %, nieko nesiskiriame nuo šalies vidurkio ir tai nedžiugina. Uostamiestis, manyčiau, turėtų suteikti savo gyventojams daugiau galimybių gauti darbo ir uždirbti daugiau.
O kaip gi su verslumu Klaipėdos savivaldybėje? Statistikos departamentas prie Lietuvos Respublikos vyriausybės skelbia, kad veikiančių mažų ir vidutinių įmonių mes mieste turime 5144, preitais metais turėjome 4923, 2007 m. – 4602. Kaip matome, augimas taip pat kiek lėtesnis. Gyventojai: 2009 m. – 183 433 , 2008 m. – 184 657 , 2007 m.- 185 936. Kasmet Klaipėda netenka gyventojų, įmonių registracija mažėja, ekonomikos augimo mieste nejaučiame. Turime begalę neparduotų butų, biurų ir kitokių patalpų. Bet ar galėjome kažkiek kitaip gyventi iki šiol?
2005 – 2007 metai buvo tikro ekonominio pakilimo laikas. Dabar tikrai visi suprantame, kad nesupratome ir nepagalvojome apie galimą nekilnojamo turto burbulą ir pasaulinę krizę. Privatizavome daugelį pastatų ir sklypų Klaipėdoje kai pardavimo kainos buvo tikrai labai aukštos. Suprantu, kad niekas negalėjo net pagalvoti apie galimybę investuoti į sporto objektus, incijuoti dramos teatro sutvarkymą ar pataupyti rezervinių pinigų nenumatytoms aplinkybėms. Tai nėra lengva prognozuoti.
Šiandienos savivaldybės administracija i- tikrai sunkus laikas. Reikia atleisti net 10 etatų. Gal negalės išsimokėti ir kalėdinių premijų. O dar artėja sunkūs 2010 metai. Parduoti nebegalime nieko. Ir kaip gi biudžeto sudarytojai – vyr. finansininkei, žinoti, kiek tų pinigėlių įplauks?
Ir nesueina galai, kai dirbama atskirai: verslas sau, visuomenė sau (kurios kasmet mažėja), savivaldybės adminstracija – savo keliais. Ir gyvename mes mieste prie jūros, kuris generuoja net apie 18 % respublikos biudžeto. Bet sugeneruoti baseinui, vaikų sportui ar kitiems poreikiams nepavyksta. Belieka tikėtis kitų laikų, gal išmoksime per sąstingį skaičiuoti, gal pradėsime vertinti tai, ką turime: savo veikiančias įmones (mažas ir didesnes), savo piliečius, kurie sugneša biudžetą, mokytojams, vaikų darželiams ir kitiems socialiniams poreikiams.
